It is a great tool but not the right tool for building entire sites in. There is plenty of work for "unemployed web designers," if she is willing to pick up additional skills and learn more about coding, a smattering of programing and internet marketing/search optimization. Having those overlapping skills is the only way to really serve clients well and design sites that are functional as well as beautiful. Well, Flash is a tool like any other.
